You can achieve this using 'JACL Plus', which you'll find somewhere in 'Extensions'.



With JACL installed, create custom user-groups... one sub-type of 'Registered' and another subtype of 'Publisher'

Give the groups names 'Member' and Moderator' respectively.



Associate the user accounts with the relevant user-group.



It's longwinded, but it should work.
